Chelsea Football Club has been sanctioned by the Premier League after reaching a settlement with the league over historical breaches of financial and regulatory rules dating back more than a decade.

The London club has been fined £10.75 million and handed a one-year transfer ban for the first team, although the ban has been suspended for two years. In addition, the club has been given an immediate nine-month transfer ban affecting its academy, restricting the recruitment of youth players during that period.

The sanctions follow an extensive investigation by the Premier League into financial activities that occurred during the ownership era of former club owner Roman Abramovich.

Chelsea voluntarily disclosed potential historical breaches to the Premier League in 2022, shortly after the club was taken over by a consortium led by American businessman Todd Boehly alongside private equity firm Clearlake Capital.

The ownership change came after Abramovich was sanctioned by the UK government due to alleged links to Russian President Vladimir Putin, leading to the eventual sale of the club in a deal worth £4.25 billion.

According to Chelsea, the club cooperated fully with investigators and proactively provided extensive documentation throughout the process.

In an official statement released following the settlement, Chelsea confirmed its cooperation with regulators and emphasized that the issues related to historical financial reporting matters.

The statement read in part:

“Chelsea Football Club is pleased to confirm that the club has reached a settlement with the Premier League in relation to historical regulatory matters that were self-reported by the club in 2022.

As previously announced, the club voluntarily and proactively disclosed to all applicable regulators potential historical rule breaches, including incomplete financial reporting that took place over a decade ago.”

The club also revealed that during the course of the investigation it supplied thousands of documents and responded comprehensively to requests from the league.

The Premier League inquiry examined several areas of the club’s past operations, including:

Third-party investment arrangements

Youth development activities

These matters were all linked to the period when Abramovich owned the club.

Despite the sanctions, the suspension of the first-team transfer ban means Chelsea will only face that punishment if further breaches occur within the two-year probation period.

Chelsea’s current ownership has reiterated its commitment to financial transparency, compliance, and improved governance as the club continues to rebuild its structures following the transition from the Abramovich era.

The settlement brings an end to a lengthy regulatory process and allows the club to focus fully on its sporting and administrative future.
